The City of Norco and its partners (City of Corona, City Net and Riverside County Sheriff's Department) are proactively working to provide services to Norco’s homeless population while prioritizing the safety of the community.
Services for Homeless Residents
To request assistance:
- Phone: Call City Net Riverside County Team at (951) 390-3567
- In-Person: Visit Norco City Hall every Thursday afternoon between 2:30-3:15 p.m. The City Net Norco team will be in the City Net vehicle in the parking lot near the front of City Hall.
- After-Hours: Call 211 or click here
- Medical Emergency: Call 911

Resources for Residents & Businesses
Homelessness in and of itself is not a crime, however the City of Norco has developed resources so that residents and businesses are able to report issues and request assistance to address concerns on private property.
- Report Concerns: Call non-emergency dispatch at (951) 776-1099 or complete the outreach inquiry form
- Report Medical Emergencies or illegal activities: Call 911
- Report Trespassing on Private Business Property
- Post “No Trespassing” signs, which reference 602(L) P.C., at all entrances and exits at business location
- Submit completed No Trespass Letter to the Norco Sheriff's Office in-person or by email
- Call non-emergency dispatch at (951) 776-1099 to report trespassing occurrences
