The City of Norco and its partners are proactively working to provide assistance to Norco’s homeless population. 

In April 2021, the City of Norco and City of Corona developed a homeless services agreement that launched a partnership with City Net, an organization that connects those experiencing homelessness to transformative care and innovative housing solutions. This collaborative agreement for homeless programs and services has proven successful and has become a model for other cities statewide.

On March 17, 2021, the Norco City Council approved a Memorandum of Understanding (MOU) between the City of Norco and the City of Corona for collaborative homeless programs and services.

On April 7, 2021, Corona City Council approved the MOU.

On April 10, 2021, Norco homeless outreach and engagement began.

By April 28, 2021, the Norco Motel Program was at full capacity. Clients are doing well and receiving wraparound services and support including resume building, interview skills, and job search, life skills training, benefits assistance and meals, linkage to healthcare and behavioral care as well as housing navigation and Section 8 applications.

City Net also operates the City of Norco Motel Voucher Emergency Shelter Program. Program eligibility requirements include Valid ID, documentable ties to the City of Norco, engagement in case management services and housing plan, as well as compliance with rules and guidelines set by motel management. We work to mobilize community resources, including meals, volunteers, donations, and advocacy, to coordinate care in emergency shelters, parks, and other public areas where homeless neighbors live. These efforts seek to reduce wasteful duplication and fill missing gaps in the continuum of care, with the long-term goal of ending homelessness by providing homeless neighbors a stable context in which their emergency needs are met, so they can work on long-term housing plans.’ 

By sharing resources for the management of homeless programs, this joint effort may help reduce homelessness in both communities. The partnership between the two neighboring cities includes homeless outreach, engagement, and case management, as well as emergency motel shelter programs for individuals experiencing homelessness in the City of Norco. These services will be provided through our programs who will collaborate with City staff and the Sheriff’s Department to lead street-level homeless outreach services designed to identify, engage and provide services to homeless individuals in the City of Norco.
