The Water Utility Division is responsible for providing customers with an ample supply of wholesome, potable water at a reasonable price, essential to maintaining public health, economic vitality and community well-being.

The City’s water system serves water to approximately 26,000 people through 7,500 residential, commercial and industrial service connections, and one hundred and fifty-six (156) miles of pipe in length with includes pipe ranging in size from 2” to 24”.  Norco’s water system was built with maximum flexibility.  This means that under emergency, drought or other unusual conditions, the source of water provided to any area may change.

The City of Norco vigilantly safeguards its water supply and, as in years past, the water delivered to your home meets the standards required by the state and federal regulatory agencies.  In accordance with the Safe Drinking Water Act (SDWA), the City monitors over 100 compounds in your water supply.  In some cases, the City goes beyond what is required to monitor for additional contaminants that have known health risks.

The City of Norco's water system was built with maximum flexibility. The City has 3 active wells, located in southwesterly portions of Norco, and 5 purchased water connections. This means that under emergency, drought or other unusual conditions, the source of water to any area may change.  In order to ensure that the City continues to provide high-quality drinking water, the City of Norco purchases treated groundwater produced by the Arlington Desalter Facility, Chino Desalter Authority, City of Riverside, and Jurupa Community Services District.  In addition, Norco also purchases a small amount of treated surface water from the City of Corona.  During 2023, your drinking water was approximately 83% purchased treated groundwater and 17% groundwater from Norco’s Chino groundwater subbasin wells.
