Level 2 Water Usage Regulations: Reduce Water Use by 10% to 20% (Effective July 2022)

In order to comply with the State of California’s drought declaration and emergency water conservation regulations, the City of Norco is required to implement Level 2, “Water Shortage Caution,” of the City’s five-level Emergency Water Conservation Program, as defined in Norco Municipal Code Section 14.04.220. Since 2016, the City has operated under Level 1, “Water Shortage Watch,” which encourages voluntary water conservation of 10 percent. Under Level 2, all water users are required to follow certain regulations and reduce their water use more than 10 percent and up to 20 percent to ensure that sufficient supplies will be available to meet anticipated demands. While the City of Norco has a robust supply of water, customers are encouraged to conserve water and prevent the waste and unreasonable use of water in order to mitigate the effects of drought, which could include additional water usage restrictions in the future if directed by the State.

Landscape Water Usage Regulations:

  • Water lawns and/or irrigate landscaping before dawn, or before 8 a.m. or after 8 p.m.
  • Limit all ornamental and turf irrigation
    • Residential: No more than four days per week for no more than 10 minutes per station per day
    • Commercial: No more than two days per week
  • Irrigate ornamental landscape and turf that utilizes properly operating water-efficient devices, such as drip/micro irrigation systems and stream rotor sprinklers, for up to 30 minutes per station

Household Water Usage Regulations:

  • Wash animals, motor vehicles, trailers, boats, and equipment using a bucket, hand-held hose with a positive shut-off nozzle, mobile high-pressure/low-volume wash system, or at a commercial site that recirculates water 
  • Do not water driveways, sidewalks, patios, or other paved areas, except to alleviate immediate safety or sanitation hazard
  • Do not use water in a fountain or other decorative water feature, except where the water is part of a recirculating system

Agricultural Water Usage:

  • Agricultural water users are requested to prevent water waste and reduce water usage when they can, however there are no restrictions regarding animal, garden or crop-related water supply or usage.

Recommendations to Prevent Water Waste:

  • Adjust sprinklers and irrigation systems to avoid overspray, runoff, and waste
  • Design and install water-wise landscaping utilizing native and drought-tolerant plant materials
  • Minimize turf areas for permanent water conservation
  • Use a hand-held hose equipped with a positive shut-off nozzle or bucket
  • Install water-saving devices in indoor plumbing
  • Check faucets, toilets, and pipes, both indoors and outdoors, for leaks and repair them immediately
  • Avoid watering on windy days and avoid outdoor activities requiring water during hot conditions to prevent evaporation

Violations

  • During water shortage response Levels 2 through 5, the water conservation and supply shortage response measures are mandatory, and violations are subject to administrative, civil, and criminal penalties and remedies as specified in the Norco Municipal Code and by State law.
