Starting July 1, 2024, the City of Norco will implement a new franchise agreement with Waste Management (WM). Under this agreement, residents, multi-family, and businesses will be billed directly by WM for waste, recycling, and manure services. Residents are encouraged to attend an upcoming community meeting to learn about the new franchise agreement, as well as the billing and customer service transition.

This new agreement comes with several improvements, including...

• Reduced rates for residential, commercial and manure services
• Free manure scout service
• Annual 4% cap on the amount that rates can be adjusted by CPI (there was previously no cap)
• New agricultural programs and compost bins for residents
• Regular street sweeping for all city streets
• Contributions toward youth scholarships
• Enhancements to provide better service to the community
